Oldham County Uses 4gov to Speed Funding for the Federal Clean Water Act

CHICAGO, ILLINOIS – September 7, 2009As a requirement of the EPA Clean Water Act, Section 402, Oldham County, Kentucky was faced with an unfunded federal mandate that required the County Storm Water Management District to develop and implement plans for the collection and disposal of storm drainage.  To fund the expenditures for operation, maintenance and improvement of the storm water system within the County limits, the District passed an ordinance establishing a base tax rate to be billed to residents and businesses.

After looking for months and test driving several software applications for use in billing of storm water fees, Stan Clark, County Treasurer, selected iDC’s 4 gov® software.  To quote Stan, “4gov provides a turnkey solution at a price that is affordable with multiple benefits for interaction with the public.  It allows us to provide a 24/7 application to the public giving them various ways to pay.  The ePay option for using debit or credit cards was particularly well received and the use of a lockbox did not force the County to hire additional staff to process payments.”

Daryl McPherson, iDC’s Executive Vice President said, “This all started with a phone call to us on Christmas Eve.  The system was successfully implemented in about eight weeks with custom bills sent to residents and businesses based on impervious hard surface.  Bill payments are made online via a secure internet connection or sent to a lockbox for immediate deposit to the County’s account.”
